Nine designers and artists were approached to create a design plan for a 'Wapla', a car wash that would be placed in Leidsche Rijn. Each made proposals.

For this neighborhood a draining system was designed that did not carry the rainwater off to the sewer but, instead, allowed it to sink into the soil. With a car wash this would have resulted in soil pollution and it was for this reason that the decision was made to realize five eco-friendly washing facilities in this Venus location. It was the aim of property developers, Leidsche Rijn and beyond to determine how artists could play a part in the construction of these Wapla's. Together they developed a plan to design a car wash facility that would meet the necessary technical requirements as well as the conditions of use. A catalogue consisting of the design proposals was compiled so that potential developers could make a choice. These developers subsequently presented a business plan that centered on one of the designs.
Eventually one or two developers will be requested to make a final offer in collaboration with the artists. Property developers Beyond and Leidsche Rijn approached Bureau Van-Heusen to organize the project. The artists who participated were BAR (Joust Glissenaar and Klaas van der Molen), Frank de Bruijn, Bureau Dolte (Herald Roelevink), Marcel Schmalgemeijer, Barend Koolhaas, Hans Eneman, Stijn Roodnat and Marcel Smink.
