Procedure
Projects can be initiated by clients representing a diverse range of sectors in Dutch society. These include not only local authorities, and cultural/healthcare/educational organizations, but also private companies. This diversity of clients has ensured that there is a wide variation in the scale, nature and social relevance of the art projects. For example, projects can represent relatively easy-to-oversee art works in buildings; long-term, more complex art programs; works for which the end product isn’t as much the focus as is the work’s research quality; spatial planning projects; films; and temporary manifestations and exhibitions in which artists take part.
In accepting projects, it is important to ask whether each proposal could lead to a successful art project. Important points to be considered are the location, the client’s motivation and the potential for a new or experimental approach to public art. Subsequently, a project proposal is developed and submitted to the client.
SKOR’s advisory committee will make the final decision on whether to green-light a project or not. During the realization of a project, SKOR acts as a mediator between the artist and the client. To specify, SKOR draws up the contracts and ensures that they are signed; evaluates the design sketch and the final design plan; and supervises the realization of the project. Lastly, if necessary, SKOR is available for advice and support regarding any maintenance issues that arise during and after the project’s realization.
In addition to offering support in terms of content and organizing, financial support can also be extended to art projects. However, since SKOR is not a regular subsidizer, all financial contributions are granted on the condition that SKOR is intrinsically involved in the project from the outset. The size of the financial contribution is dependent on a number of factors but it must be noted that, in all cases, the client will need to carry or raise a significant portion of the costs.
